Rebecca Davio is the Director of the Institute for Government Innovation at Texas State University in San Marcos. She is also an Assistant Professor of Practice. Rebecca retired as the Director of the Driver License Division at the Texas Department of Public Safety in 2014 after totally transforming the culture and quality of service across the state. Prior to that she served as the director of the Vehicle Titles and Registration (VTR) Division at the Texas Department of Motor Vehicles. During her 4.5 years as VTR Director, the division won international, national and state awards for its innovations and customer service. Her 25+ year professional career also includes time at TxDOT, most notably as the Recycling Manager. She established TxDOT’s internationally-recognized, award-winning Recycling and Recycled Products Program. Rebecca has also worked in management and administration at the Texas Department of Commerce, the Texas Department of Human Services, and the City of Austin. She holds a doctorate in solid waste management, a master’s degree from the LBJ School of Public Affairs, and a bachelor’s degree in merchandising, all from the University of Texas at Austin.
